High-Performance Sports and Olympic Planning Committee

Roles and Responsibilities of the Committee:
Based on the Statutes of the Oman Olympic Committee, and in alignment with national policies, international commitments, and Olympic Solidarity programs—and in coordination with the Secretary General, the Chief Executive Officer, the Director of Olympic Solidarity, and the Department of Supporting Committees—the Committee is entrusted with the following roles and responsibilities:

Contributing to the preparation of the national plan for elite sports development in cooperation with the Technical Department of the Committee, and submitting it to the Board of Directors for approval through the Secretary General.

Proposing a national athlete classification system that outlines criteria for eligibility in Olympic Solidarity grants or similar international and national programs, and reviewing it periodically.

Preparing and updating a list of classified athletes in coordination with sports federations and the Technical Director.

Proposing academic and technical criteria for athletes’ overseas scholarships, in collaboration with the Technical Director, and submitting them for approval through the Secretary General.

Preparing and approving “program and objectives” contractual templates with relevant federations, sports committees, and athletes, in line with their preparation plans and target competitions, and submitting them to the Board of Directors via the Secretary General after technical review by the Technical Director.

Conducting technical and scientific studies to identify target sports where Omani athletes have potential for excellence, and proposing programs and support plans under the supervision of the Technical Director.

Developing and monitoring the “Olympic Champion Project”, ensuring the provision of all required technical, logistical, and financial resources in collaboration with the Technical Director and in coordination with the Secretary General and the CEO.

Establishing social, educational, and professional follow-up programs for classified athletes to ensure stability and continuity in their sporting careers, and to facilitate their integration into professional life after retirement, complementing the technical follow-up conducted by the Technical Director.

Proposing a system of financial and moral incentives for elite athletes, to be submitted to the Board of Directors for approval through the Secretary General, taking into account the technical criteria proposed by the Technical Director.

Coordinating with the private sector to secure sponsorships for elite athlete programs, in cooperation with the Secretary General and the CEO, and based on the needs identified by the Technical Director.

Proposing technical and financial support for sports federations to enhance national team preparations, to be submitted for approval by the Board of Directors through the Secretary General, based on reports and follow-ups by the Technical Director.

Organizing periodic meetings with sports federations to discuss national team preparation plans, and submitting appropriate recommendations through the Secretary General, with the participation of the Technical Director.
Evaluation and Monitoring of National Teams and Participation Proposals:

Monitoring: Ensuring regular and detailed follow-up of national team activities and achievements, in relation to the expected outcomes of each participation.

Technical Evaluation: Conducted based on outputs from technical workshops with federation specialists and the technical readiness assessments provided by the Technical Director, serving as the main reference for determining participation suitability.

Proposal Preparation: Developing proposals identifying national teams nominated to represent the Sultanate of Oman in external competitions, within the available budget limits, supported by justifications and approved selection criteria to ensure maximum technical and competitive benefit.

Approval Submission: Forwarding the proposal to the Board of Directors through the Secretary General for approval in accordance with applicable procedures.

Establishing an integrated national database of elite athletes, covering technical, medical, scientific, and social aspects, and updating it regularly under the supervision of the Technical Director.

Coordinating with sports medicine centers and scientific institutions to provide comprehensive medical, therapeutic, and rehabilitative services for athletes, in collaboration with the Technical Director.

Developing a comprehensive media plan to promote elite athletes and their achievements, in coordination with the Secretary General and the Media Department, and based on technical information provided by the Technical Director.

Proposing Oman’s representation in international and regional meetings and forums related to elite sports, in coordination with the Secretary General.

Proposing the formation of specialized task forces (e.g., external participation team, technical or medical support teams) and submitting their compositions and mandates for approval by the Board of Directors through the Secretary General.

Carrying out any other tasks related to the Committee’s mandate as assigned by the Board of Directors or the Executive Office.

Engaging experts and specialized entities, locally and internationally, to support the Committee’s work, subject to the Board of Directors’ approval through the Secretary General and the CEO, based on needs assessments submitted by the Technical Director.
